Since 1 October 2026, WhatsApp replies sent through the WhatsApp Business Platform (the API used by CRMs, chatbots and AI agents) are no longer free without limit. Each business phone number gets 1,000 free service messages per month; from the 1,001st, Meta charges per delivered message. Utility messages sent as replies inside the 24-hour customer service window are now charged too. Businesses without a payment method on file stop having their service messages delivered once the free 1,000 are used. The free WhatsApp Business app on your phone is not affected.
This guide is written by Kolchi In One (KIO), a digital agency that builds CRMs, WhatsApp AI agents and websites for clients in the Middle East, Europe, Asia and North Africa. Several of the systems we run reply to customers on WhatsApp all day, so we went through Meta’s new rules line by line. Everything below is taken from Meta’s official pricing documentation.
Who is concerned, and who is not
- Concerned: any business whose WhatsApp number is connected to the WhatsApp Business Platform, directly or through a provider: a CRM inbox, a chatbot, an AI agent, a booking or delivery system that sends WhatsApp messages, a shared team inbox.
- Not concerned: a business that only uses the free WhatsApp Business app on a phone, with no system connected to it. The app stays free.
- Not sure? If customers’ messages arrive in a tool other than the WhatsApp app (a CRM, a web dashboard, an AI assistant), you are on the platform.
What changed on 1 October 2026
Meta has charged per delivered message since 1 July 2025, with prices that depend on the message category and the customer’s country. Two kinds of messages that used to be free became paid on 1 October 2026:
- Service messages: the normal, free-form replies you send while a customer conversation is open. They had been free since November 2024. Now every business phone number gets a free tier of 1,000 delivered service messages per month, and Meta charges from the 1,001st. Unused free messages do not carry over to the next month.
- Utility messages sent as replies: template messages such as order updates or appointment confirmations, sent while the customer service window is open. They had been free since July 2025; they are now billed like other utility messages.
Two exceptions remain. Messages sent inside a free entry point window, which opens when a customer starts a chat from a click-to-WhatsApp ad on the mobile app and can last up to 7 days, are still not charged (except Meta’s own AI agent messages). And eligible government bodies and non-profits keep free service messages beyond the 1,000 until the end of 2027.
The detail that can stop your replies
Meta’s documentation is explicit: providers and directly connected businesses that had no payment method on file by 30 September 2026 still get their first 1,000 service messages each month delivered, but service messages after that are not delivered. In practice, a busy clinic, shop or agency could see its WhatsApp replies stop arriving in the middle of the month, with customers thinking they are being ignored.
If your WhatsApp is connected to a CRM or an AI agent, check this today: in Meta Business Manager, open WhatsApp Manager and look at the payment settings of your WhatsApp Business Account, or ask your provider to confirm in writing that a payment method is active.
How many messages do you really send?
1,000 messages sounds like a lot. It is not, because every message counts, not every conversation. A customer who asks about opening hours, then a price, then where to park, and gets three short answers, has used three service messages. A business answering 40 customers a day with 3 to 4 replies each sends around 3,000 to 4,000 service messages a month, so it passes the free tier in the first week or two.
To know your own number, look at the analytics in WhatsApp Manager, or count last month’s outgoing replies in your CRM.
Seven ways to keep the bill under control
- Add a payment method now, even if you expect to stay under 1,000. It is the only way to make sure replies are never blocked.
- Send one complete answer instead of three short ones. With per-message billing, “Hello!”, “Let me check” and “Here it is” cost three times what one clear reply costs. Train your team, and set your AI agent to answer in a single, complete message.
- Answer the obvious questions before they are asked. Hours, location, prices, delivery areas and booking links in your WhatsApp Business profile, your Google Business Profile and your website reduce the number of messages people need to send you.
- Use click-to-WhatsApp ads for campaigns. Conversations that start from these ads open the free entry point window, during which Meta does not charge for your messages.
- Review automatic messages. Welcome messages, “we received your message” notices and follow-ups are all billed. Keep the ones that help the customer; remove the ones that only fill the chat.
- Use your numbers wisely. The free tier is per business phone number. Do not create extra numbers only to collect free tiers, but if you already run separate numbers for separate branches, each has its own 1,000.
- Watch your rate card and your currency. Prices differ by the customer’s country. Meta publishes rate cards in several currencies, and the currency of a WhatsApp Business Account is chosen at creation and cannot be changed later.
Is the WhatsApp Business app enough for you now?
For a one-person business with a few chats a day, the free app may be all you need. The platform becomes worth its cost when you have several people answering, need every lead saved in a CRM, want replies at night or on weekends, or want an AI agent to qualify customers before your team calls them. The price of one lost lead is usually far higher than the price of the messages it would have taken to answer it. We compare both options in AI Agent or Human Team for Your WhatsApp? and explain the basics in What Is a WhatsApp AI Agent?
The checklist we use at KIO
When we set up or review a WhatsApp system for a client, we now check four things: that the connected business account has an active payment method, that the AI agent answers each question in one complete message instead of several short ones, that every automatic message earns its place, and that the owner can see how many service messages each number sends per month, before Meta’s invoice arrives. Our KIO CRM shows every WhatsApp conversation in one inbox, which makes that count easy to follow.

Frequently asked questions
Is WhatsApp no longer free for businesses?
The WhatsApp Business app on your phone is still free. The change concerns the WhatsApp Business Platform (API), used by CRMs, chatbots and AI agents: replies there are free up to 1,000 service messages per number per month, then charged per delivered message.
What is a service message?
A free-form reply (not a template) that a business sends while the 24-hour customer service window is open, meaning within 24 hours of the customer’s last message or call.
What happens if I have no payment method on file?
Meta delivers your first 1,000 service messages each month, then stops delivering service messages until a payment method is added.
Do the 1,000 free messages roll over?
No. The free tier resets every month and unused messages are lost.
Can KIO check our WhatsApp setup and costs?
Yes. We check the payment setup, count your monthly service messages, review your automatic messages and AI replies, and tell you in plain words what you can save. Write to us on WhatsApp at +212 688 445 399 or through the contact page for a free 15-minute call.
